The Harbour Family and Children's Centre

The Harbour Family and Children's Centre delivers and demonstrates high quality, responsive programs for children through:

  • Education and care programs
  • Integrated kindergarten programs
  • A large shared outdoor play space with many natural and sustainable features
  • Each room implements a flexible indoor/outdoor program and a progressive morning and afternoon tea
  • All programs provide rich learning experiences developed through a strength/interest based approach as we view children as capable, competent co contributors and acknowledge them as active participants in learning
  • The unique design of this centre provides community building opportunities through a shared outdoor space, dining room and close connections with the Docklands community
  • Maternal and Child Health Service (City of Melbourne)
  • Training facilities for large and small groups

The Harbour Family and Children’s Centre is open to children and families from 8:00am to 6:00pm, Monday to Friday, 50 weeks of the year. We offer regular tours for prospective families and welcome applications for children to be placed on the waiting list


Fees
  • The fees are $104 per day
  • There is a two day minimum enrolment to ensure consistency and a sense of belonging for children and families
  • Some families are entitled to the Child Care Benefit and Child Care Rebate from the Commonwealth Government, which is taken off the scheduled fee. The amount that can be claimed is dependent on the family's income. Parents need to contact the Family Assistance Office (Phone 13 61 50) for further details
  • Fees include the provision of nutritional morning and afternoon tea, lunch and late snack in accordance with the Start Right Eat Right Program

Quality Improvement Systems: QIAS and NQS

In September 2010, the centre undertook its full validation process under the Quality Improvement and Acceditation System (QIAS) and has participated in NCAC spot checks. In gaining accrediation, the centre demonstrated high quality in many areas including Quality Areas 2 (Partnerships with Families); 3 (Programing and Evaluation); 4 (Children's Experience and Learning) and 7 (Managing to Support Quality). The validators comments included: "The centre uses a post modern approach to programming and documenting learning, an emergent curriculum, reflective journals and portfolios and has incorporated the EYLF (Early Years Learning Framework) into their documentation and practices." "Children can access a wide variety of open-ended experiences in both indoor and outdoor environments which are made of natural, man-made and recycled materials. Children have the opportunity to choose where to play, either indoor, outdoor or visit a sibling, friend or educator in another room. Children were observed to be engaged for long periods of time and that educators effectively supervised all areas of the environment which children can access" The next review is due January 2013 under the National Quality Framework.

The new National Quality Framework came into effect on the 1 January 2012. This has involved the introduction and implementation of the Education and Care Services National Regulations (2011). The Education and Care Services National Law Act (2010) and the National Quality Standard (20111). This important reform will deliver a higher standard of care for children in the critical areas of education, health and safety and will provide clearer and comprehensive information for families so they can choose the best services for their child. The National Quality Standard are linked to the National Early Years Learning Framework (2009) which recognise that children learn from birth. Combined, and with the inclusion of the components to inform and guide educators in the delivery of nationally consistent and high quality experiences and programs across Australia.
